Why are my Google Ads marked with the "Religious belief in personalized advertising"?

Google does not allow advertisers to use certain settings on ads that have to do with sensitive subjects--including but not limited to religion. We turn off the settings you're not supposed to use when we get access to your account, but Google still marks the ads as "limited" to remind us that we can't use those settings. We've had several Google reps assure us that the "limited" designation does not affect performance, it's just there as a reminder.
